You will have to reclaim the items, and clear out the invaders to make use of the fort. Also you cannot prepare for the journey so it is luck of the draw what you end up with skill and item wise. You tend to get a high percentage of combat capable personnel.

To reclaim a fortress you can hit R on the fortress location choice screen. This will let you return to a previously lost or abandoned fortress.

The items you left behind will be thrown around and forbidden, and there might be enemies or monsters living in the fort. You will have to reclaim the items, and clear out the invaders to make use of the fort. Also you cannot prepare for the journey so it is luck of the draw what you end up with skill and item wise.
