A civilian alert was a military alert that confined all civilians to a specific burrow.
While it is no longer possible to create civilian alerts in vanilla Dwarf Fortress, DFHack exposes it via the gui/civ-alert option, with the burrow being configurable in the modified 
q Squad menu.
