It cannot be manufactured directly by dwarves in the current release of Masterwork mod but is "the leftovers" from dispatched Frost Giants. A unit of bifrost can be extracted from Frost Giant corpses within the Alchemist's Laboratory, which does not destroy the corpse proper.
